Bloomberg Associates (BA) is Bloomberg Philanthropies’ pro bono consulting service founded by Michael Bloomberg, the 108th Mayor of New York City and Founder of Bloomberg LP, as a philanthropic venture. We provide services to cities that help governments improve the quality of life of their citizens. BA works across nine (9) different focus areas: Cultural Assets Management, Marketing & Communications, Media and Digital Strategies, Municipal Integrity, Social Services, Sustainability, Transportation, Economic Development and Urban Planning, with teams that have deep subject matter expertise and extensive experience in municipal government. 

Position Description  

The Cybersecurity and Technology team consults with Bloomberg Associates client cities to help them improve and strengthen their cybersecurity programs.  We deliver tailored solutions centered around comprehensive assessments, strategic plans, and support the implementation of technology projects.  The Program Manager will work directly with client cities to improve their cybersecurity programs, reduce risk as they continue to undergo digital transformations, and help them make important strategic technology decisions.   

The role is based in New York City. 

Key Responsibilities 

  • Conduct thorough assessments of city governments' cybersecurity programs to identify vulnerabilities and gaps 
  • Develop and implement strategic cybersecurity strategies and roadmaps, focusing on robust protection and long-term resilience 
  • Collaborate with city officials and IT teams to understand their unique cybersecurity needs and challenges 
  • Project manage client teams, guiding project execution, and ensuring successful implementation of key cybersecurity strategies 
  • Create client material; synthesize reports and develop analysis to and communicate with senior city leaders around cybersecurity and technology issues, including CIOs and CISOs 
  • Foster relationships with city officials and stakeholders to understand their strategic goals and align cybersecurity initiatives accordingly 
  • Keep informed on emerging technology for the impact on cybersecurity programs and the overall technology stack for client cities 
  • Stay abreast of emerging cybersecurity trends, regulations, and best practices, ensuring that our strategies remain relevant and effective 

Key Qualifications and Experience 

  • Bachelor's degree; Master’s degree is a plus 
  • 10+ years of practical/relevant experience in cybersecurity discipline and general technology management 
  • Strong understanding of NIST Cybersecurity Framework and CIS Critical Controls and their application in the public sector  
  • Proven track record in developing and implementing comprehensive cybersecurity strategies  
  • Experience in client service delivery and ability to manage multiple engagements and projects simultaneously 
  • Advanced degrees or certifications (e.g., CISSP, CISM) are a plus  
  • Excellent problem-solving skills with the ability to think critically and strategically 
  • Strong communication, presentation, and facilitation skills; capable of conveying complex cybersecurity concepts to non-technical audiences 
  • Willingness to travel as required to work with city clients and stakeholders 
  • Ability to analyze complex information/data and synthesize information strategically based on audience

The referenced salary range is based on the Company's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level.
