About Democracy Restated:

Democracy Restated aims to provide a forum where Americans can agree on a draft Constitutional amendment to address problems with the roles of the federal and state governments and with the amendment rules. By 2026 we will hold an informal convention of politically-connected delegates from every state to draft an amendment with proven bipartisan appeal. We will offer America a 250th anniversary present in 2026: a chance to revitalize our great Constitution.

Key Goals:

  1. Improve the Nation-State Partnership in Lawmaking: The federal government too often infringes on the independence of the states in local matters. In national matters, the federal government's list of powers has not been updated since the 1780s.
  2. Improve the Nation-State Partnership in Amending the Constitution: With our country now so large and diverse, it's difficult for any proposed amendment to gain 2/3 of both houses of Congress and 3/4 of the states. The constitutional convention route, meant to give the states a way to propose amendments, has never worked as the Founders intended -- it has not been used even once. Our Constitution is at risk of becoming unamendable.
  3. Build a Bipartisan Consensus: Our approach is based on deep American principles that belong to all of us. We will work with both major parties to realize our goals.
  4. Combine Expertise with Political Savvy: We have already assembled a small group of experts in constitutional law and politics to define promising approaches to reforming the nation-state partnership. Next, we will assemble an informal convention of politically connected delegates from all fifty states to debate the expert’s proposals and come up with a single draft constitutional amendment with broad bipartisan support.
