POSITION OVERVIEW

Reporting to the Board of Directors, OPARC is seeking a collaborative Chief Executive Officer (CEO) to implement the strategy for the organization, foster internal and external relationships, and exemplify the core values of OPARC. Overseeing an annual operating budget of $15.5 million and a team of more than 200 committed professionals, the CEO is a strategic leader who will rally the staff, Board and key stakeholders to increase OPARC's presence in the community and influence on state and federal legislation affecting OPARC.

In collaboration with OPARC’s shareholders, the CEO will increase financial stability, bring about continued community advocacy, increase fundraising and community partnerships, and expand organizational programming. The ideal candidate is an effective yet personable leader with deep experience in the I/DD community, and is adept at financial management, relationship building, and organizational leadership.

ROLES & RESPONSIBILITIES

Organizational Leadership

  • Supervise the management and leadership of OPARC, including operations, human resources, fundraising, finances, programming, partnerships, advocacy, and community presence.
  • Create a work environment that recruits, retains and supports talented staff and volunteers, while maintaining a solid level of quality and effectively delegating responsibility.
  • Oversee financial planning, forecasting, and analytical activities, ensuring alignment of financial plan with overall vision, strategy and goals.
  • Manage contract implementation and compliance with various government contracts.
  • Effectively collaborate with the executive team to improve organizational efficiency and capacity.
  • Develop positive and effective Board relationships; provide appropriate, adequate, and timely information to the Board and committees, and educate the Board on external issues affecting the organization and its vital work.

Strategic Planning & Programming

  • Work with the Board of Directors to implement a strategic plan that aligns programs and activities with OPARC’s mission, vision, and long-term goals.
  • Continue to grow the offered programs with an eye toward changing public policy, availability of funding, and demand from participants and families.
  • Develop, quantify and measure key programming metrics and provide detailed analysis of results for improved services.
  • Inform Board on industry developments and working as a team, update management, governance, finance and fund development to adapt to new programming.

Financial Management & Fund Development

  • Develop, propose, and monitor the Board-approved annual budgets (operating and reserve) and the organization's overall financial health.
  • Establish a financial strategy, aligned with the overall vision and strategy of the organization that ensures sustainability, as well as continued healthy cash flow.
  • Cultivate fiscally sustainable relationships with foundations, corporations, major donors, and prospects, while also taking the lead in developing donor engagement strategies and establishing a top-notch planned giving program.
  • Set an annual fundraising goal and oversee organizational fundraising efforts, including grants, major gifts, and fundraising events.
  • Foster positive relationships with established funding partners and actively engage new individual, corporate, and foundation donors. 
  • Actively seek alternate income sources, including partnering with for-profit entities.

Community Engagement

  • Serve as primary spokesperson for OPARC.
  • Increase the awareness and integration of OPARC in the surrounding community through overseeing effective marketing and communications activities.
  • Act as an advocate within both public and private sectors for services and constituencies relevant to OPARC.
  • Meet with participants and their families, volunteers, donors and the greater community to improve services and generate community involvement.
  • Work with legislators, regulatory agencies, and volunteers to promote legislative and regulatory policies that increase funding and improve life for individuals with I/DD and their families.

QUALIFICATIONS

  • A minimum of 10 years of experience in progressively responsible roles within senior management positions.
  • Experience working with adults with developmental disabilities and an understanding of the changing landscape of services and funding is strongly preferred.
  • A business mindset with a proven track record managing a strategic planning process, resulting in improved efficiency, program effectiveness, and sustainability of organizational budget.
  • Demonstrated fundraising success with individual donors, foundations and corporate partnerships.
  • Proactive participation and leadership in statewide and nationwide associations representing the developmentally disabled such as CDSA - California Disability Services Association is a plus.
  • Demonstrated commitment to continued professional growth and the development of employees and Board of Directors.

This is an exempt full-time position. Salary range $220,000 - $275,000 and includes a comprehensive benefits package (i.e. healthcare, dental, vision, and retirement).
