The SPO takes an entrepreneurial approach to leading and managing a range of affordable housing capacity building programs and innovative financial products. SPO contributes to the implementation of LISC Bay Area’s new 3-year strategic plan, especially related to access to capital, ecosystem building, and affordable housing. The SPO will work in close coordination with a variety of community-based, public sector, private sector, funder, and internal stakeholders. The successful candidate will have excellent project management, collaboration, communication and grants/contract management skills. The position requires a strong commitment to the role of community-based non-profit organizations as drivers of development as well an understanding of the affordable housing ecosystem in the Bay Area. The SPO will report to the Deputy Director and work closely with the Executive Director, Sr Director of Investment, SPO for Economic Inclusion, and others. The ideal candidate shares our values of equity and community self-determination.

 

Responsibilities

  • Responsible for successful execution of LISC Bay Area's faith-based housing development capacity building program, including iterating on program design, working collaboratively with program and development consultants, recruiting applicants and assessing their needs and matching them to development consultants, and organizing, convening and facilitating meetings, trainings, workshops, information sessions, orientations. Support other capacity building programs as necessary (HUD Section 4, Housing Development Training Institute.)
  • Develop and manage recoverable grant (RG) program for LISC Bay Area, including bringing RGs through internal LISC approval process and monitoring individual and portfolio success. This includes RG pipeline management, intake, document review to ensure adherence to conditions set forth by RG Committee, working with RG applicants and developing a pipeline of potential RG grants, and moving RGs through approval process.
  • Build relationships and provide one-on-one technical assistance to community-based partners, especially organizations that take a comprehensive community development approach. This can range from providing support on navigating LISC systems to receive grant or contract support, to working collaboratively with organizations to identify their needs and match them with existing LISC resources where available. Where appropriate resources are not available, co-create pilot programs and capital funds in partnership.  This work will require close collaboration with other LISC Bay Area staff.
  • Develop, launch and manage new programmatic initiatives in collaboration with local and national colleagues, including drafting concept
  • Support fundraising efforts, including funder identification, relationship building, and proposal and report development. Ensure funder deliverables and programmatic milestones are met and tracked through the course of program implementation.
  • Build and maintain mutually trusting relationships with and among partners including community organizations, businesses, government officials, consultants,
  • Represent LISC Bay Area in policy spaces, including coalitions, working groups and other forums related to affordable housing.
  • Prepare and oversee grants and contracts and manage program budgets; administer government and private grants/consultant agreements; monitoring grant and consultant performance to ensure alignment with agreed scope of work; and provide oversight on disbursements and financial drawdowns including troubleshooting and providing recommendations if issues
  • To accommodate our stakeholders, periodic evening and weekend work will be Interested candidate s must be comfortable traveling and working within a wide range of neighborhood and professional settings.
  • May include providing coordination, oversight, and/or management of junior staff.
  • Perform additional duties as assigned

 

Required Qualifications

  • Minimum 5 years of experience in community development, real estate, lending, finance, policy or non-profit field required.
  • Bachelor’s degree required; however relevant experience may be considered as a proxy. Master’s Degree a plus
  • Understanding of community development policies, programs, and strategies, especially affordable housing
  • Experience building relationships, networking and collaborating effectively with diverse populations and community-based organizations.
  • Ability to be self- directed and work independently on multiple tasks and projects, set priorities and coordinate with multiple internal and external parties to meet project goals.
  • Demonstrated commitment to racial and economic equity. 
  • Proficiency with Microsoft Office

 

Preferred Qualifications 

  • The ideal candidate has experience working with communities of color and/or underrepresented communities, faith communities, and/or affordable housing organizations.
  • Knowledge of affordable housing context in the Bay Area, especially of lower income neighborhoods, organizations, and community development efforts.
  • Experience providing technical assistance to community-based organizations, which could include: providing support on organizational capacity and sustainability, joint-venture partnerships, organizational budgeting and accounting, or more.
  • Strong oral and written communication skills, including experience speaking publicly in diverse forums, communicating with funding partners.
  • Fluency using and understanding data to inform decision making
  • Project Management training and/or certification is a plus
  • Experience working with faith-based organizations is a plus

 

Compensation:

LISC offers a competitive salary ($87,255 - $109,100) and excellent benefits. To accommodate our stakeholders, periodic evening and weekend work will be required. Interested candidate s must be comfortable traveling and working within a wide range of neighborhood and professional settings.

The position is based in Oakland, CA. This is a hybrid position. Candidate must reside Bay Area.

Actual salaries may be based on several factors including, but not limited to, a candidate's skill set, experience, education, work location and other qualifications.
